Operational planning should be seen as a subsection to the strategic planning. While strategic planning provides a guide to in what direction a organisations should move in the medium and long term, the operational plan examine how to put the strategic plan into operation in given operational period.

An operational plan will often be built as tool to budget planning and a five year strategic plan will often require 5 operational plans as the budget will be developed every year.

The operational plan will, therefore, in practise break the strategic plan into several parts deciding what activities should be planned to achieve the goals set out and more important what activities should happen when.
