The role

The Head of Finance, Administration and Governance is a new role at Commonwealth Games England. Reporting to, and working very closely with, the Chief Executive within a small executive team, the successful applicant will be responsible for leading the financial and treasury management of the organisation. The post-holder will be responsible for all aspects of financial controls, including statutory and regulatory requirements, financial reporting, and budget development.

The role will manage a number of the organisation’s core administrative and office management functions including HR and IT. The role will also take the lead on risk management and ensure CGE has exemplary governance, meeting all of the requirements for the Code for Sports Governance as well as lead a number of key stakeholder relationships.

The Head of Finance, Administration and Governance will also play a key role in CGE’s support of the Birmingham 2022 Organising Committee and Commonwealth Games Federation for the 2022 Games.

Key tasks and responsibilities 

• Lead the financial and treasury management for CGE, including all financial controls, statutory and regulatory requirements, financial reporting and budget development

• Support the Audit and Finance Committee to oversee the financial control, reporting and management on behalf of the Board

• Ensure the Chief Executive, Board and Leadership Team have the right level of financial information to lead the organization

• Prepare and present the financial information to the regular CGE Board Meetings

• To manage the selection process and delivery of CGE’s auditors

• Manage the funding relationship with Sport England, ensuring all reporting and support requirements are met, including the assurance reporting process

• Lead and deliver the budget planning process for all Commonwealth Games and Youth Games

• Build strong relationships with key stakeholders such as the DCMS, Birmingham 2022 and Commonwealth Games Federation

• Oversee the HR Consultant to ensure CGE has robust HR policies, procedures and practices

• Oversee the organisation’s IT support ensuring it is robust, efficient and fit for purpose

• Perform the role of Company Secretary for the Board in line with best practice and legislative requirements

• Oversee CGE’s Data Protection Policy, including the delivery of all plans and actions with regards to GDPR

• Manage and monitor the delivery of the Risk Register across all areas of the organisation

• Manage all non-commercial contracts, ensuring best value for the organisation

• Deputize for the CEO where required in meetings with Birmingham 2022 and other key stakeholders

Expectations

To manage and develop the Finance Executive

• To travel to meetings both nationally and internationally

• To occasionally work unsociable hours, e.g. attending evening or weekend meetings or travel outside London

• The nature of the post will require flexibility in undertaking the role.
